A marked character is considered flat-footed against all future attacks from the caster once marked, and all reflex saves made by the target against jutsu used by the caster are also subject to a penalty equal to the highest level of jutsu of the caster. A character may resist being teleported with a successful will save, in which case only the caster is transported. This jutsu requires a touch attack in order to mark the target with the user's unique formula.
The mark can be applied to almost any surface through brief physical contact, including on an opponent or other surrounding features. Because this technique is able to affect anything that is in contact with the user or somehow connected to their chakra, they can also use this technique to teleport other objects or people, though the size of the object and the distance of the location dictates the amount of chakra required. After this is done, Minato can instantaneously transport himself or others with him (through physical contact) to the location of the seal. The Flying Thunder God Technique is a Space–Time Ninjutsu which allows the user to instantaneously teleport themselves to a previously marked location. Flying Thunder God Technique (, Hiraishin no Jutsu) is a jutsu where Minato places a special seal or mark on an intended destination.
